Location: Leeds

Salary: £29,000

For the role of Buyer- Medical IT you will be responsible for ensuring that you are selling the NHS Supply Chain Medical IT framework into NHS Trusts and supporting them through the procurement process to the point of a signed contract. The NHS require Healthcare IT solutions and associated ancillary software to help run various departments across single or multiple NHS sites. The Buyer will help NHS trusts with the procurement process for acquiring Healthcare IT solutions and once a trust have awarded a service to one of the framework suppliers the Buyer will assist the trust in completing the framework services contract to the point of signature. 

Key Responsibilities in this role will include;

Selling the NHS Supply Chain Medical IT framework route  to trusts through NHS procurement teams, Finance departments and clinical end users.
To develop a detailed knowledge of the Healthcare IT solutions covered within the framework and understand the benefits for our customers.
Offer various service options to NHS customers to meet bespoke requirements for these types of services and offer supporting in completing template documents.
Provide support to our customers through the procurement process to the point of award
Assist NHS trusts with the completion of the service contract between themselves and the awarded  framework supplier.
The buyer is responsible for bringing in new business so a clear understanding of the Medical IT framework offering is essential and the benefits to the NHS
Liaising with NHS trusts to assist with specifications, the procurement process and completion of the service contract.
Managing the awarded framework suppliers.
Working with the Medical IT Assistant Buyer to put Healthcare IT solution contracts in place and manage any issues during the contract period.
Responsible for the Medical IT framework and any re-tendering work required.
Undertake market analysis to understand the size, technical and clinical trends, supplier base, market share etc to inform category management planning
Develop detailed understanding drives for use of this service and how NHS SC can influence the market
Working with NHS trust departments - procurement, finance, clinical end users.
Support the capital team in relation to knowledge and understanding of the service area and how it influences their categories.
Support the development of the service offer within NHS SC
Work with central government when required
Ensure consistency with NHS SC SOP and policies in relation to procurement activity
Manage and coordinate the management of the quotation process
Manage data in a methodical and systematic manner
Manage tendering exercises through the OJEU process
Construct service specifications for tender
Be an active member of the Capital team, supporting teamwork and joint learning and development initiatives
Participate in projects and initiatives as appropriate

Key skills and experience in this role will include:

Experience working within a commercial procurement environment
Structured thinking and planning
Able to operate in a proactive manner with minimal supervision
Persuasion and problem solving ability
Computer application proficiency – MS Word, Excel and Project
OJEU process competency is desirable
financial knowledge – understanding of NHS finance systems is desirable
Identifies key relationships to be managed for the effective delivery of the category plan. Understands the different approaches that can be taken.
Acts proactively to manage stakeholders.
Encourages openness and challenge to the status quo
